All raw packed fruits will float, and honestly, even some hot packed fruits. If you want to reduce it, you can hot pack them...but cranberries are pretty full of air and they're likely always going to float a bit. One trick is to use narrow neck canning jars, and the shoulders of the jars help force the fruit down a bit.
